Can't run any program - a worm?

I started experiencing a strange problem: whatever file I try to run an internet explorer starts and tries to open this file as an url. The only way I can work on my computer is to start a command line remotely with at \\mycomputername <time> /interactive. In the command window these false associations don't work. Looks like a worm
assoc shows no suspectable output
I scanned my machine with a couple of antivirus programs to no avail
Have somebody seen that
Do I have to reinstall windows

It could be a file association problem with the .exe extension. Try
renaming an executable program changing the .exe to .com and try
running it. If this is your problem, the fix for the Navidad virus
may help out even if you don't have the virus.

It is a file association problem, but not only with .exe extention, but with any other extention. Whatever the extention, IE tries to open the file as an url. Same problem with .com The navidad fix won't help because the registry key value
hklm/sofware/classes/exefile/shell/open/command is "%1" %
Everything looks OK but the machine won't work
