Can't run anti-virus,anti-spyware soft

here is my problem, yesterday i opened a rar file with winrar and rar showed
it's damage file, so i deleted it. but now i can't use winrar (can't delete
it either), spybot,spy-doctor,pc-cillin,tune-up utilities and where it is.
other programs running fine. all those programs give me invalid floating
point, memory can't read error. i don't think i have a bad memory and most
probably it's a virus. please help. i can't even start computer in safe mode,
windows just restart.

Run your antivirus scanner, or go buy one to run.

i have pc-cillin installed in my pc and i used avast (free version) but it
couldn't find anything

Assuming you updated those before running them, then the next step is
probably to look for malware.
You could also get another additional online virus scan at symantec.com.
Worth the effort though it takes a little time to run.

Then:
Download, update, and run:
adaware from lavasoft.com
spybot search & destroy from spybot.com
windows defender from microsoft.

Those will very likely find problems, but the question is whether or not
they will find the problem you are having.

If those fail to help, then download hijack this, read it carefully, and
post the log as suggested at a site as suggested in its documentation.
