Can't run 16-bit windows program

I'm trying to install a audiology program (Noah 3), it's a older version of a
really old program. I have installed it on Window 2000 before (different
network). I can install it on WIndows XP no problems.

I'm trying to install it on a Panasonic CF-48 Toughbook running Windows 2000
and I get this error. Title of error windows states "Can't run 16-bit Windows
Program" in the error message window states" Can't find ..//(Noah file).exe I
get 4-5 these errors with different files.
