can't route to internet through w2k server RRAS

Setup: 1 standalone w2k server, SP4, IpEnableRouter=1

Internet
|
1.2.3.4 (ISP assigned) gateway= 1.2.3.5
w2k server/router
192.168.0.1 gateway = blank
|
192.168.0.2 (pc) gateway = 192.168.0.1

what works:
server can see the Internet (beyond 1.2.3.4)
pc can ping 192.168.0.1 and 1.2.3.4

what doesn't work:
pc can not ping 1.2.3.5 (isp assigned gateway)
pc can not ping beyond 1.2.3.4
