Can't right click on the desktop

I can't right click on the desktop of a windows XP SP2 PC. I can right click
on anything else, including thetaskbar and icons but not the desktop. any
ideas?

Start - - Run
Type "desk.cpl ,0" (Without quotes)
Choose a image from the list (DON't choose a HTML file. If you are unsure, select
None)
Click on Customize Desktop button
Go to Web tab and uncheck everything then click OK twice.

If it solves the problem, then great. If not, then :
Can you right click inside folders ?
