Can't right click on desktop

When I rt-click on an icon on my desktop, I get the normal drop down menu.
When I rt-click on an open area on my desktop (for looking at display
properties, for instance) I get no menu, I just get an hour glass--forever.
FYI--when I go into Control Panel/Display, I have no problem.
I have to end task to kill the hour glass.

Any ideas ?

try this...

Start > Run gpedit.msc

User Configuration > Adminstrative Template > Window Components > Windows
Explorer
In the right hand window pane see if
Disable Window Explorers default context menu is enabled.
If it is double click on it and then click on "Not Configured"

Usually caused by an error in one of the Right-click context handlers.
