can't resize the taksbar sections

Hi,

XP Pro, SP2, not sur ehow long this has been like this, but...

When I unlock the taskbar, I can change it's overall size, and can drag to
top, bottom, left or right. What my problem is, I no longer get the resizing
handles to increase/decrease the size of the quick-launch bar, or any other
toolbar available on the taskbar.

Any ideas?
