open programs do not appear in taskbar

After installing SP2 + additional software, the taskbar no longer shows open
programs. If all other folders are closed (quick launch, language toolbar,
etc.) the taskbar reduces below the screen and will not appear at all.
Unlocking the taskbar to adjust folder sizes reveals no vertical 'resize' bar
with which to resize the open programs area - it's as if it no longer exists.
Is anyone else experiencing this problem and/or have any ideas/fixes?

For those experiencing this problem: with some trepidation I downloaded and
used the TaskbarRepairToolPlus! which is linked to in some related posts.
Very effective, it immediately corrected the problem. However, I would still
like to know (if possible) the root of the problem and the related fix.
