Can't rename folders when files in it were deleted

I am not able to rename any folder just after deleting any
number of files in it until I reboot the computer.

Likewise, I am not able to delete the folder under these
circumstances.

I receive a error message indicating that a file is in use.
It does not seem that any program is using any file in the
folder (except possibly Norton Antivirus).

My Windows XP version is:

Version 5.1 (Build 2600.xpsp2.030422-1633 : Service Pack 1)
