Cant remove file, no matter what

I downloaded a modifaction for a game through Bittorrent, and saved it on
the desktop and now i cant delete the file. It just says that it is being
used and cant be deleted.

I restart the computer in the fail-safe mode, and i still get the same
thing. I mean then programs that get screen, keyboard and mouse are the only
ones working to my knowledge, yet i cant delete theese files. Does anyone
have any idea how to solve this ?

Hi,

Log onto another Administrator account and using Windows Explorer,
navigate to the files or folder in question and delete them from
there.
Or.
Delete a file or folder from Safe Mode:
Boot tapping the F8 key as BIOS info goes by.
At the Windows Advanced Options Menu select Safe Mode.
At the Welcome screen select (the hidden) "Administrator".
Using Windows Explorer navigate to the files of folders in question
and try deleting.
