Can't Print from IE7 and/or Windows Mail

I am logged in as an administrator. When I try to print from IE7 or windows
Mail I get a message saying "Action Restricted". How do I fix this problem. I
have tried right clicking on IE7 and running as administrator and it doesn't
help. I can log on as a standard user and it works just fine. Also I have UAC
turned off. It doesn't work with UAC turned on either.

I have since created a new user as an administrator and droped my account
down to a "Standard User". The other admin account can print but I still have
the same problem. Any new accounts I create whether admin or standard can
print. I just can't print from my account.
