Can't post pictures

I would like to post pictures on a family website and others. I know
how to do this and have before on my old computer, but my new one won't
let me. It won't even take me to browse. When I hit the insert picture
icon, it does nothing. Is there something I need to check or uncheck
somewhere? Any help would be appreciated.
 
In outlook express, tools---options---did you check the settings there under
the send tab?

How are you trying to post pictures on the website? Normally you would
use FTP to upload files to the webhost's server. Try the free FTP
client FTP Commander:
http://www.internet-soft.com/
