Can't ping itself in WIN XP

Windows XP had problem.
I can connect to router to go to internet OK
I can ping proxy OK ping 192.168.0.1 << OK
But I can't ping itself Static IP : 192.168.0.2 <<
can't ping or ping 127.0.0.1
indicate requested time out. I Can't browser network LAN

Inability of a computer to ping itself is probably caused by a
misconfigured firewall program. Disable and un-install all firewall
programs, then go to Start | Run | Msconfig | Startup and disable any
firewall remnants.
