Can't paste from Clipboard

Hi,

I use outlook 2003 & windowsxp. I copy some text from one e-mail, then I
open a new mail and use clipboard to paste the text, But nothing happen. I
found if I use Ctrl+V, it works. Do you know how to fix this?

The office clipboard is goofy sometimes and it's buttons don't work. The
only fix I know is a restart of the office apps or a reboot.
