Can't open windows from the start menu

I am unable to open up the control panel or any of the
folders from the start menu. The hour glass runs then the
desktop flashes and then the desktop returns to its same
state. I tired re-installing Windows XP. A message came
up that said C/Windows bxxs5.dll module could not be found.
Any suggestions on what I should do to fix this problem?
