Can't open URL in outlook express

when I try to open a URL while in outlook express it tells
me that "This operation has been cancelled due to
restrictions in effect on this computer. Please contact
your computer admin" (that is me). Explorer never even
attempts to open.

Difficulties opening urls are often caused by an infestation of spyware
or viruses. I assume that this function worked for you once upon a
time. Scan with current av using updated definitions and also remove
spyware/malware with Spybot Search & Destroy and/or Ad-aware. Did that
solve the problem? If not, please post back with details for help.
