can't open this file

It's just an .html file. You could change it in Word or even Notepad. Do you
need to upload it again to the website?
 
How can I modify the content if I can't open it? If I want
to modify in work, what should I do?

Do you have FrontPage?
Or do you have FTP program?
Does the server support FP.
I see it was generated with Word 97...so you could do it with Word, save as HTML, then FTP it up to server if you want.
Do you have access to the file server?
The page is so basic you should have no problem editing it and uploading it.
We need more info to actually tell you how to do this though.
