Can't open the options menu

After upgraded from Office 97 to Office XP SP3 on Windows 2000 terminal
server I'm no longer can open the option menu in Access. (Tools/Options)

Here is the messages "an error occurred and this feature is no longer
functioning properly"

However, if I added the users to the local administrator group, then they
can open the option menu without any problem. I really don't want all
terminal users have local admin right on my box. Any helps will be
appreciated.

Hello,

We have the exaclty same problem with our terminal server. We can;t seems to
find out why either.
