Tools/Options are not remembered

I'm running Access 2003 SP3 under XP Pro SP2 using a database on my
local PC.

When I select Tools/Options/General tab and turn off Compact on Close,
and Apply, and OK, and then go back into options, Compact on Close is
checked again.

When I select Tools/Startup and uncheck Display Database Window, and
OK, and then go back to it, Display Database Window is checked again.

Closing and re-opening the database makes no difference.

I am logged in as the Admin user. Can anyone help?

this, for unknoweth what reason, will happen to any 2003 db in my experience
regardless off sp & state of checkboxes
any thoughts anyone?
