Cant open Secure Web si.

I Have bin trying to open and or even connect to any
secure web Sight. But No luck. I have bin trying some of
the sugsjestions that i found here and under windows
support page. I am Using my cell phone as a modem an have
no problems conecting anywhere else. The other thing is
that i can also not connect to windows update page dono
if it is the same problem or not. If any body hase any
sugsjestion what to do please Help!!!!!!
