Cant open outlook 03

when I click to open outlook 03 it starts up then I get a msg saying cant
start outlook unable to open the outlook window, set of folders couldnt be
opened. The server is not available. contact your administrator if condition
persists.
Tried system restore no luck tried starting in safe mode no luck,
please help
