Can't open links in OXP-tried the fix...

I went through the routine in Knowledge Base Article 823301, and still can't
open links. The urlmon.dll did
not succeed originally, but I put the others in, they succeeded, and then
the urlmon.dll succeeded after the others were in. But still can't get to
links in Outlook Express. Thanks in advance for your help.
