Cant Open Links In New Window

This problem happens in Internet explorer 6 and Outlook Express aswell. if
i have an email with a hyperlink in it, and i click on it, It open a new IE
window to display the page. The frame of the IE window comes up, but there
is nothing in the page, its not even blank all you can see is whats behind
it (outlook express). If i am browsing a webpage and clicking on links
everything works fine. but as soon as i open a link in a new window the
same thing happens. Anyone know how to fix this? I have Removed and
Reinstalled IE and i have reinstalled windows overtop from the cabs
directory, id like to avoid a format.

Disable any pop-up killers you may have installed.

1. Click [Start] [Run] type:
(Press Enter after each command)
Regsvr32 /i URLMON.DLL
Regsvr32 /i shdocvw.dll
Regsvr32 oleaut32.dll
Regsvr32 actxprxy.dll

2. Restart Windows
3. Open IE [Tools] [Internet Options] [Programs] [Reset Web Settings]

If this does not help, run this fix:
