Can't open Folder Options in Control Panel

Hi All.
I'm using Vista Premium and have had no problems for months until I tried to
open up "Folder Options" in "Control Panel". The icon is visible but I just
can't get it to open. I tried getting into it Through Tools / Folder options
in Explorer, But get a Message. "This operation has been cancelled due to
restrictions in effect on this Computer"
If anyone has any idea's on how to fix this problem, It would be really
appreciated.

Hi Shawn.
Thanks for the reply, But, I'm afraid it made no difference. I tried
disabling it and then enabling but Nope, didn't work.
