Can't open Folder options in Control Panel

Hi.
When I was checking how to fix another problem, I have found that I'm unable
to open Folder options in Vista's Control Panel. The Icon is visible but
clicking on it does nothing. When I try to open it in Explorer's tools /
Folder options I get a message--
"This operation has been cancelled due to restrictions in effect on this
Computer"
I have spent some time googling this but come up with nothing.
Any help would be appreciated

Hi Shawn.
Thanks for the reply But, I'm afraid enabling it didn't make any difference.
I think there has to be something blocking me from using it. I've seen while
googling for the problem that some Anti Spyware programs can do this. I am
only running Spyware doctor and have checked through it but haven't found
anything related to this problem. I did have Counterspy for a while but
uninstalled that a couple of months ago.
