can't open "Folder Options" (Control Panel) in"Appearance and Them

Hi guys, just got an email giving me a solution how to fix my desktop.

New Problem: now it's doesn't allow me to open the Control Panel Icon >
FOLDER OPTIONS in "Appearance and Themes". When clicking on the icon, it
doesn't do anything (ps: there are no user restrictions = no password or
security setups).

Download Doug Knox's "Windows XP Security Console"

Click the "Windows Explorer" item and uncheck the ""Disable Folder Options" box
(2nd from the top). If it's already unchecked, check it, click "Apply" then
uncheck it and click "Apply again.
