Can't Open Excel Files Directly from the Folder

Dear all,

Recently, I encountered a strange happening. I can't open the excel file
directly from:

E-mail when the attachment is in Excel format. I have to save to a folder
first.
Secondly, can't open excel files directly from Folders. I have to first, go
the the START, open an excel template, choose OPEN, then Folder, than the
excel files. Very tedious. Am using the Office Stardard Edition 2003.
