Cant open Control Panels

I get an error message when I try to open Control Panels
and it defaults back to the desktop.

How can I get into control panels? I have multiple
problems that wont open like My Computer or IE or My
documents.

Details are extremely important for useful help to be provided. You say you get an error, what error message do you get? Post the complete error message. What error messages do you get when trying to open My Computer, IE, My Documents?
