Can't Open Add/Remove programs

I can't get Add/Remove programs to open at all. I click on the icon and
nothing happens. Same thing when I right clinck on the icon and click open.
Nothing. It has been this way for sometime and what exactly happened I'm not
sure. I'm using windows XP.
 
To repair all system files, go to Start/Run, and type:

SFC /SCANNOW
