can't move the toolbar

Hello,
On the taskbar I have created a toolbar with some icons, I want to drag or
detach outside the taskbar and snap on the top of desktop but I can't drag
out ! I have unchecked the option "lock the taskbar" but doesn't work.. I
can move it only inside the taskbar...
I'm going crazy... help :-(
 
Right-click on Start, select Properties. In Classic Menu, click 'Custimize'.
Check the box 'Enable Drag & Dropping', click OK.

I should also mention if you use the other 'Start Menu' option, select
'Customize' > Advanced , Check the box 'Enable Drag & Dropping', click OK.

Hello, thankyou for reply,
the option are alredy checked, I've try to disable and enable again but
still doesn't work...
I've nod32 for antivirus system, after hd scan no virus found...
this is a windows bug ? :-\
