Can't move the taskbar

A friend reported to me that his taskbar had moved from the bottom to the
right-hand side.

I told him to left-click in any blue area and simply drag it to the bottom
whilst holding the left button down - but it wouldn't budge.

So I told him to right-click to see if the taskbar was locked but it wasn't.

I have run out of ideas - any help will be appreciated!

Tell him to close all applications first. Right-click on Taskbar, point to
Toolbar and uncheck all toolbar options (if any). Right-click on Taskbar and
tell him to uncheck Lock the Taskbar option, if it is. Now, tell him to hold
down the left mouse key within center of the taskbar and immediately drag the
taskbar to middle bottom of the screen.

If that doesn't work then ask him about if "Lock the taskbar" option was not
greyed out.

Thanks for the reply but as I said in my original posting I have already
done these things.

I think I need to find a way to reset the default settings of the taskbar
but I don't know how to do this.

We solved the problem by luck!

I was able to stretch the taskbar to half-way across the screen. At that
stage, whilst holding the left-button down, I dragged it a fraction
downwards and it magically returned to the bottom of the screen.

I have no idea why but hopefully it might help someone else!

That was the good idea of expanding the taskbar and try pushing it to the
bottom line. May work for others as well.
