Can't move Task Bar

I just got throught talking with my father on the telephone. He states his
task bar appeared on the right side, rather than on the bottom, the last
time he booted his WindowsXP machine.

I talked him through trying to drag it back into place at the bottom, but it
wouldn't budge. I then had him check to see if it was "locked" in place.
It's not.

If it's not locked, and he can't drag it, I'm at a bit of a loss. Anybody
have any ideas?

It doesn't drag like a normal window (no outline as its dragged) so it
appears to not be dragable, but when you click on it and drag the mouse to
edge of the screen, it appears there and id droppable there.

I knew that, but I failed to explain that to my father. He was expecting to
see it, or an outline of it, it move across the screen. When he didn't see
it, he stopped before completing the drag operation. It's something I would
have corrected instantly had I been looking over his shoulder rather than
talking to him on the phone.

Thanks. Who know how many times he would have tried before "accidentally"
getting it right?!
