can't make a dial up connection...

under Windows XP Prof. :
i need help with dial up , the machine seems to have no dial up icon. Also I
can't select any option related to dialup connection . I try to start the
RAS service and give me an error related to dependencies service. The
machine has installed all network components under "Windows Components"

To configure a connection

1.. To open Network Connections, click Start, point to Settings, click
Control Panel, and then double-click Network Connections.
2.. For example, to configure a dial-up connection, click the connection you
want to configure, and then, under Network Tasks, click Change settings of this
connection.
3.. Do one or more of the following:
a.. To configure dialing devices, phone numbers, host address,
country/region codes, or dialing rules, click the General tab.
b.. To configure dialing and redialing options, or X.25 parameters, click
the Options tab.
c.. To configure identity authentication, data encryption, or terminal
window and scripting options, click the Security tab.
d.. To configure the remote access server and protocols used for this
connection, click the Networking tab.
e.. To enable or disable Internet Connection Sharing, Internet Connection
Firewall, and on-demand dialing, click the Advanced tab.
Notes

a.. Internet Connection Sharing, Internet Connection Firewall, Discovery and
Control, and Network Bridge are not available on Windows XP 64-Bit Edition.
b.. Depending on the type of connection you are configuring, different
options and tabs appear in the connection's Properties dialog box.
c.. For more information about a specific item on a tab, right-click the
item, and then click What's This?
