Can't logoff or Shutdown

I've just had a problem on my PC where the TCP/IP stack
became corrupt. I got round it by re-installing XP "over
the top". Then I installed SP1 and I lost my network
connections and couldn't create any new one - got over
that problem with help from articles on knowledge base.
Then I installed all the updates from Microsoft.
Now - the PC has 5 accounts on it, the first account I
log in with can't shutdown or logoff. If I switch to
another user I can logoff and shutdown from that account.
It doesn't matter which account i first logon with! Any
suggestions?

Force the shutdown dude..go into your command prompt and
type shutdown -f ... that will force windows to shutdown
and thats all i know that could help your prob..but it
won't fix it.
