can't log on locally

HI

I create a User : Power Users and when I try to logon to the machine:
I have the message: can't log on locally

I have Win Xp pro

I acces : Local Security Settings --> Local Policies-->User Rights
Assignments

But I cannot open the policy Log on locally all the information are in bold

Any help please

Are you using 'control userpaswords2' to do the promotion? It has some flaws
in XP. User Accounts might work for you. Create a new account and try the
promotion that way, if you used the old userpasswords2 before.
