System Restore Opens as Blank White Screen

Win XP Pro on 2003 servers, large networked environment; desktop deployment
uses policies, etc. for security
System Restore is enabled in Services (RPC, dependant service, enabled too),
turned on in registry key, NOT disabled in My computer>Properties>System
Restore tab. Have logged on to various lab machines using every possible set
of credentials (local admin, domain admin, etc.) to both local and network,
and get BLANK WHITE SCREEN. RunAs, running executable from command prompt;
have tried everything. It apparently has NOT be turned off by group policy -
has anyone ever experienced this? I can't seem to find an answer anywhere.
My 'team' (large) cannot help either...
