Can't Load Windows

When I turn on my computer (Compaq Presario 1700US Laptop) I am brought to a blue screen with the XP logo. I cannot select anything and the password slot is gone. CTRL ALT DELETE does nothing, and neither does safe boot. PLEASE HELP ME!!!!
 
Try restart, tapping F 8 key.
Then select last known good configuration.
Otherwise, you may have faulty ram or video etc:
 
I just tried it with no success. Can you explain faulty ram/video and what I can do to save my computer?
 
XP will freeze if the Video card becomes faulty.
Faulty Ram can cause major freeze which appears to be your problem.
Did tapping F8 bring up the screen which includes safe mode?
If not, I would suggest you have hardware failure.
