Can't load pages that don't have security certificate.

Hello all,
I am running XP Pro and all of a sudden my computer won't let me load pages
on the internet that don't have a signed security certificate (e.g. bank
account login). These pages load fine, but nothing else will. The problem
exists with both Internet Explorer and Mozilla Firefox.

I tried lowering the settings in tools>internet options and I also tried
restoring my computer to an earlier date when I wasn't having the problem but
neither worked. What can I do? I apprecuate any and all help.
