Can't load a particular encrypted web site

My ISP suggested downloading the latest version of IE.
Just before final installation of download, I get the
following error message:

"The software you are installing has not passed the
Windows Logo testing to verify its compatability with
Windows XP. The software will not be installed."

I am running XP Professional, have plenty of room on the
hard drive, and can get into other encrypted sites!
