can't install programs

clicking the setup.exe has no effect.
the other day i couldn't uninstall programs, sometype of
error messages came up about a kernel or something, but
since rebooting can uninstall now..

but installing programs is impossible it seems.. even
tried from the add new programs/control panel - nothing...
