Can't install programs to 2nd partition

When doing a new install with XP Pro on my 320GB SATA drive, Windows had
already shown 2 partitions. That's cool since I usually install my OS on
one and data on antoher. However, I can't install anything on the D
partition (which XP has named H) even in administrator logon. I can create
directories and copy files to that partition.
I booted in safe mode and under manage, groups, added my logon to have
complete admin powers and neither that login or main admin login works.
I'm fearful of making this D partition active as it's not the boot
partition.
Is there something I've missed. I've created many partitions before and
never had this problem even without making any adjustments to my login.

Did you format this Partition after install and log in or still unformatted?.
Right click and Select Format if you don't have Data you need to access on
that partition and format it ( complete format).

Do you have any error message when you tried and what it is?, exact wording
please.

I did not format this partition after install. I had used this drive in an
external case for 3 days and copied 1 drive image file to that partition. I
did reformat last night thinking that would clear it but it has not.
When I try to install to that partition, the message states either
"d:\program files\ Access is denied" or more often "the installer has
insufficient privileges to access this directory:d:\program files. The
installation cannot continue. Log on as administrrator or contact your
system administrator:

Has it not occurred to you to change the partition name to D:.
If the partition is still H: and you try to format D:, I can see you may have
some trouble.
Have a look again in Start/Settings/Control Panel/Administrative Tools/Computer
Management/Disk Manager and reset the Partition with a right click.
