Can't install Hardware

Hi - here is a problem I have been having for a long time. Running WinXP
Home, I have added a new DVD-RW drive and new slave HD on IDE. Every reboot
WinXP runs Add Hardware wizard. If I follow the wizard through it says it
can find no drivers. This is standard kit I am adding - it needs no
additional drivers. If I cancel the wizard it leaves it's little baloon for
a while and it goes from near the clock. Eitherway the kit works fine. Even
the Control Panel Hardware window says it's working fine. Figuring it to be
'just one of those idiosyncracies' I've put up with it.

I upgraded the video card to this system, changing from NVidia to ATI. No
problem - so my suspicion about corrupted driver files was allayed.

I then bought a USB flashdisk, which works fine with every other computer,
at home or work, no additional drivers necessary. But on my XP Home system -
hardware wizard runs, denies any knowledge of drivers, and goes when told.
However, the flashdisk was not accessible through windows. Annoying - but no
problem - I just use it on another computer on my home network and transfer
stuff across periodically.

So, having discovered a nice flight sim, I bought a force feedback (USB)
joystick. Installed the drivers - plug the joystick in when prompted, and -
you got it - Hardware wizard starts and can't find the drivers and renders
the joystick useless (unless as a doorstop). If I click 'don't ask again'
the joystick is only acknowledged by a couple of low pitched plinks from the
speakers.

I have administrator rights, have tried everything I can think of, scoured
MS support base until my eyes are bleary many times - and can't find any
help to get my computer to accept new hardware. Can anybody offer any help?

Hi - yes all XP updates are installed, to no avail. I am running XP Home
edition, version 2002, Service pack 2
