Can't Install External Hard Drive

I have a new WD external hard drive that I'm trying use with Vista Ultimate,
but when I connect the drive I get an error message saying,

"Windows found driver software for your device but encountered an error
while attempting to install it.

USB Mass Storage Device

Access is denied"


I found a KB article which seems to be related, but even after acquiring and
installing the hotfix I still can't get the drive to install.

How can I fix this? It's very frustrating a bit ridiculous that installing
a simple mass storage device fails.

When I had this problem, Windows searched for a solution and recommend Hot
fix KB 940199. KB 940199 states that it is a replacement for KB 937187. This
Hot fix corrected the problem for me.

Note: The failure to install, for me, created a unknown device entry in
Device Manager. After installing the Hot fix, it was necessary to connect
the device, uninstall the unknown device driver in Device Manager then
disconnect and reconnect the device. You may want to connect the device and
do any cleanup of Device Manager needed first.

I actually found that KB article as well, but when I attempt to install the
update I get a message stating, "This update does not apply to your system".
I'm not sure if that means I already have it or what... but it won't install.

You may need to uninstall the Hot Fix you installed first.

Did you check on need to cleanup Device Manager?

Well, what's your problem?

Please include enough of the previous message(s) so that others trying to
follow this thread know what you are talking about. Also please try to
"edit out" the non relevant portions. It helps everyone. Go to:
Tools > Options > Send > check - "Include message in reply"

Sorry to piggy back on your question but can't get a new question started.

I've got a similiar problem. WD HD in a Vantec USB2.0 enclosure. When I plug
it in NOTHING happens. Doesn't even try to install drivers. It's like nothing
is hooked up.
Out of desperation I put the HD in an external DVD case and formatted it on
the same system running Vista. No problem. The problem seems to be the
enclosures (this is the 3rd and different one). It works fine on Windows 2000
machine.
All other USB2.0 devices working fine.
I"d give my left you-know-what for a solution. I need the external hard drive.
