Can't install a program wit setup.exe

I have installed a new pc with windows 2000
It has a new updated virus scanner, and there is no spyware o
the computer
I can install programs, but i have one program that use setup.ex
to install, and when i start the setup.exe nothing happens

Anyone have an idea to my problem ??
 
Had the same issue, and no reponse to post, perhaps you will be lucky.
In mine setup.exe was shown in running proccesses, together with wowexe.
They gave a not responding msg on terminating.
