Can't install a patch

I'm having issues (suddenly) with installing a patch for a game my daughter
plays. I downloaded the patch from the game's website. It's a zip file with 2
files: setup.exe and install.000. When I try to run either file, I get the
error message "Windows found that this file is potentially harmful. To help
protect your computer, Windows has blocked access to this file." It
supposedly has a clickable linkentitled "How does this help protect my
computer?"

I'm really frustrated that Microsoft has chosen what files it will allow me
to install on my computer. How do i work around this?

You downloaded a file. Was it really a download or is e-mail involved,
like the files are attachments to an e-mail?

Did you extract the two files to a folder before attempting to run them?
You would run the .exe, of course.

I downloaded the file from the game maker's website. No email, no
attachment. It was a zip file. I unzipped it and cannot run the resulting
fles.

Yes, I extracted the filed. I get the same error for both files...that
Microsoft has decided that it's an unsafe file and won't let me run it.
