Can't get XP to show login screen

I was messing around with my bios, trying to overclock my CPU. Things didn't work out all that well, so I went back to the normal settings, but now everything seems to be fine until I get to window XP welcome screen. It won't give me a chance to log in. It just shows Windows xp in the blue screen just before it tells you to log in. But it won't get to the log in screen. Which means I'm locked out. I tried safe mode and it does the exact same thing. Any one seen this problem before, and how do you fix it

Try downloading tweakUI, which is part of XP Power Toys, it has a
feature where you can change the way you log in.
