Can't Get Win XP Home To Reinstall

I'm trying to reinstall Win XP Home. When the GUI screen
is supposed to boot for the first time all I see is a
blue screen with vertical white lines and the install
routine hangs. Did a Format C:\ and tried to reinstall
again. Again the blue screen with vertical white lines
and the install hangs. Anyone out there have any ideas,
tips, hints, suggestions?

You are booting from the XP installation CD? Have you physically
disconnected all your peripherals, leaving the mouse, keyboard and monitor
connected?
