Can't get VPN Server Configured with Windows XP

I can't get the VPN Server turned on in XP.

Here are the steps I've taken. Any help would be greatly appreciated.
(That is as long as it doesn't involve, "just re-install windows")

I go to "Create a new connection"

I click Next

I choose "Set up an advanced connection" and click Next

I choose "Accept incoming connections" and click Next

There is a long (120 second) pause with hourglass and then get the
following error message:

"Incoming Connections depend on the Routing and Remote Access service
which was unable to start. For more information check the system
event log."

System event log shows the following sorted in order of occurance:

Check to make sure that the Remote Access Connection Manager service
is not disabled.
