Can't get to User Accounts!

Hello,

I can't get into Control Panel/User Accounts. When I click on it all I get
is a big white window with nothing displaying in it but the title bar at the
top, nothing else.

I've tried booting into safe mode, Administrator and got the same thing.
I've no idea when the last time was that it last worked.

I can't seem to figure out how I can password protect my account without
being able to get into User Accounts.

Are you using Home or Pro, and can you fins mshtml.dll in
WindowsSystem32?

Right-click My Computer > Manage > Users and Groups, or Start > Run >
"control userpasswords2."

I'm using XP Home and yes that file is in the Windows/System32 folder (and
others). Also, I have not applied Service Pack 2 as of yet.

That works, but I can't reset the password. That button is greyed out for
the account I'm trying to modify. I've tested it by creating a new user and
I was able to reset it's password, just for my existing account, which
previously had no password. I can even reset the Guest password. Need more
help.
