Can't get to BIOS

I am attempting to load Windows XP (full version
purchased from Best Buy) on my Grandson's laptop.
Everything has been erased from this computer with the
exception of command.com. This command.com is from
Windows 98.

Nothing that I press will allow me to get to BIOS - not
F2, Control, F1, F8 - you name it. I can get to the C
drive. Is there any path I can type to get to BIOS so
that I can change my boot drive to the CDROM?

Obviously he doesn't have the original discs that came
with this computer and all that I have are some 98SE load
discs that came with an HP - his laptop is a Toshiba so I
don't know of any way to make them useful.

I would appreciate any help that anyone can provide.

Karen,

The method of entering the BIOS is specific to the manufacturer and the
model of the machine.
Have a look on the Toshiba web site there are lots of Q and As there about
how to do things including getting into the BIOS for certain models.
